His Excellency Charles Michel, President of the European Council, highlighted the upcoming GCC-EU Summit as a pivotal moment for creating political momentum to strengthen the strategic partnership between the Gulf Cooperation Council (GCC) and the European Union (EU).
HE Michel noted that the October 16 summit in Brussels will be the first in history at the leaders’ level between the EU and the Gulf countries. He expressed confidence that the summit will elevate the partnership, particularly in economic growth, investment, and regional security.
During a press briefing held as part of his visit to Bahrain, HE Michel emphasised that the summit presents an important opportunity to finalise long-standing trade agreements. He was optimistic that the renewed momentum could lead to meaningful progress in strengthening economic ties between the two regions.
HE Michel said that the upcoming summit is the result of extensive efforts over the past two years to foster a spirit of cooperation at all levels. He emphas
ised the importance of advancing political dialogue and ensuring greater involvement to achieve common goals.
“This political momentum in October will serve as a historic occasion to renew our efforts in making significant progress in this field,” he added.
HE Michel praised Bahrain’s role in advancing the summit’s agenda, noting the establishment of a European Chamber of Commerce as a practical step towards maximising cooperation between the EU and the GCC.
The GCC-EU Summit is expected to introduce a new era of deeper economic and political cooperation, with Bahrain playing a key role in shaping the future direction of this partnership.
HE Michel’s visit to Bahrain is part of a regional tour aimed at laying the groundwork for a successful summit. His discussions with Bahraini officials have addressed both long-standing issues and emerging opportunities for collaboration.
During his meeting with His Majesty King Hamad bin Isa Al Khalifa, HE Michel gained valuable insights into the priorities of the Gulf
region, which he noted would be crucial in overcoming potential obstacles at the summit. He stressed that the EU is working closely with its ambassadors to present a cohesive European position to the six Gulf countries.
HE Michel recognised Bahrain’s efforts in promoting interfaith dialogue, a shared area of interest between the EU and the Kingdom.
HE Michel reiterated the goal of fostering mutual respect and collaboration, aiming to promote stability, security, and prosperity while addressing global challenges such as climate change and digitalisation.
In addition, HE Michel said the summit addressed practical initiatives, such as Schengen visa measures. He noted that important progress had been made with the introduction of the “visa cascade” system, which he described as the most advanced framework before the visa waiver. This system, he explained, has facilitated greater access to the Schengen Area for Gulf applicants, with over 99% of applications approved, further strengthening ties between the regio
ns.
Regarding energy cooperation, HE Michel highlighted that significant progress had already been made, particularly with several EU member states. However, he pointed out that there is still room for further development.
“We are determined to work together to identify opportunities for investment, improve interconnectivity, and enhance cooperation in the energy sector,” he said. Michel also confirmed that energy is a crucial part of discussions on prosperity and economic growth, while also acknowledging that it presents security challenges.
He also commended the strong bilateral relationship between Bahrain and the EU, describing it as built on trust and respect. “This long-standing relationship is not new; it is based on mutual trust and respect, and we highly value it on the EU side,” HE Michel said.
The EU Council President also emphasised the EU’s ambition to play a stronger and more positive role in promoting peace and security in the region. He underscored the EU’s commitment to deepening politica
l dialogue with Bahrain and the wider Gulf region, particularly on issues such as security, stability, and the multilateral rules-based order.
On the ongoing conflict in Gaza, HE Michel said: “The EU continues to play a crucial role in supporting humanitarian efforts in Gaza, providing aid to those affected and advocating for a ceasefire, the release of hostages, and a peaceful resolution.”
He acknowledged the efforts of those mediating to achieve peace, and stressed the importance of humanitarian support, stating: “We are actively working with partners in the region to provide more humanitarian aid and are urging the Israeli government to allow increased access for such efforts.”
HE Michel firmly reiterated the EU’s stance in favour of a two-state solution.
“We are consistent in our support of the two-state solution, as it is the only viable path to achieving lasting peace in the region,” he stated.
