Rabat: The Supreme Council of Ulema has published the text of a new Fatwa on Zakat, made available on both the Council’s and the Ministry of Endowments and Islamic Affairs’ websites. This announcement marks a significant development in the understanding and application of Zakat, one of the pillars of Islam.
According to Agence Marocaine De Presse, the preamble of the Fatwa emphasizes its purpose as one of explanation (Al Bayan), communication (Attabligh), and reminder (Atadkir), which aligns with the central duties of the ulemas. The Fatwa predominantly adheres to the Maliki rite and centers around four critical areas: the types of property subject to Zakat, the amount due for each category using silver as a reference with an option for gold, the timing when Zakat becomes due, and the social categories eligible for Zakat.
The Council clarified that the current context excludes two beneficiary categories of Zakat: those who collect it and Zakat allocated for the emancipation of slaves. Notably, the Fatwa now
extends beyond ordinary goods such as cereals and livestock to include other agricultural products and new sectors like trade, industry, and services.
To further address modern economic activities, the Council plans to introduce a section on its website for inquiries related to Zakat in the context of income-generating activities. The Fatwa is characterized by its moderate stance, rooted in jurisprudence, and aims to address frequently asked questions by the public. It elucidates the provisions of Zakat, the third pillar of Islam, promoting religious protection without coercion or interference.
The Supreme Council of Ulema earlier stated that His Majesty King Mohammed VI, Commander of the Faithful, has acknowledged the Fatwa on Zakat and approved its public dissemination.
