Rabat: His Majesty King Mohammed VI decided to usher a new transformation in the management of the affairs of the Moroccan community abroad, with the aim of strengthening the ties between this fringe of the population and their motherland.
According to Agence Marocaine De Presse, this will be achieved by restructuring the institutions concerned with the Moroccan community abroad to ensure there is no overlap of powers and no dispersion of actors, and to meet the new needs of expatriates. The Sovereign announced these changes in His speech to the Nation on the 49th anniversary of the glorious Green March.
For these purposes, HM the King has asked the government to ensure a restructuring of the institutional framework, based on two main bodies. The first is the Council of the Moroccan Community Abroad, an independent constitutional institution that must fully function as a platform for reflection and proposals, ensuring that all components of the expatriate community are duly represented.
The Sovereign has c
alled for the rapid adoption of the new law for the Council so it may be installed at the earliest opportunity. The second body is the ‘Mohammadia Foundation for Moroccans Residing Abroad,’ which will serve as the executive arm for implementing public policy in this regard, once created.
This new institution will pool the powers currently scattered among various actors and will prepare, coordinate, and implement the national strategy for the Moroccan community abroad. The Sovereign emphasized that this institution will also manage the ‘National Mechanism for Mobilizing Moroccan Skills Abroad,’ which should be a central part of its mission.
The aim is to open up prospects for Moroccan skills abroad and support project leaders. This new institution is expected to give a strong impetus to linguistic, cultural, and religious services provided to the Moroccan community abroad, with the active participation of all concerned departments and stakeholders.

he Mohammadia Foundation for Moroccans Residing Abroad must address is the simplification and digitization of administrative and judicial procedures concerning the Moroccan expatriate community.
HM the King also stressed the importance of opening new prospects for Moroccans abroad to invest in their homeland, noting that the contribution of the Moroccan expatriate community to private investment, standing at a mere 10%, is not acceptable.
On this occasion, HM the King praised the patriotism of the Moroccan community abroad, its commitment to defending the nation’s sacred values, and its contribution to the country’s development. He stated that at this stage in the evolution of the nation’s territorial integrity, concerted efforts from all are needed.
