Rabat: In a statement to MAP following Sunday’s Council of Ministers meeting chaired by His Majesty the King, Generet commended the general guidelines of the 2026 Finance Bill, which make public finance a lever for sustainable transformation.
According to Agence Marocaine De Presse, the sincere desire to strengthen social justice, modernize institutions, and stimulate the economy reflects a resolute royal commitment to making the Kingdom an emerging, inclusive, and successful country, added Generet, honorary president of the Cercle Royal Gaulois. Behind the figures in the 2026 Finance Bill lies an integrated vision of governance, with a clear ambition for greater consistency, more territoriality, and increased demands for results, he explained.
Generet emphasized that the stated ambition to reduce disparities-whether social or territorial-strikes him most. The budget is intended as a tool to ensure that every citizen, in every part of the country, has access to essential services, primarily health, education, and housing, and can take part in the growth dynamic.
The Belgian constitutional expert also noted that the social dimension was the most striking message to come out of this Council of Ministers meeting, as evidenced by the exceptional budgetary effort in favor of health, education, and job creation. This desire to combine social ambition with support for investment, infrastructure modernization, and energy, industrial, and digital transition shows a real transformation, he said.
Similarly, the honorary president of the Cercle Gaulois, a prestigious Belgian institution founded in 1847, welcomed the fact that this budgetary approach is not solely focused on ‘spending more,’ but on ‘spending better’ through administrative reform, the rationalization of public enterprises, the digitization of services, and the increased targeting of aid policies. ‘This combination of rigor and social ambition is a sign of responsible leadership,’ he insisted, while praising the Royal Will to build a fair, resilient, and forward-looking Morocco.
