Rabat:Morocco's Prison Chief has urged the development of an integrated policy on prisoner rehabilitation and the reintegration of released individuals. This announcement was made during the presentation of the General Delegation's 2027 budget proposal to the House of Representatives' Justice, Legislation, Human Rights and Liberties Committee.
According to Agence Marocaine De Presse, the proposed policy aims to clearly define the responsibilities of stakeholders, mobilize resources and partnerships, and establish effective monitoring and evaluation mechanisms for cross-sectoral engagement. The sector is moving into a new phase of legislative reforms, focusing on the organization and management of prison facilities and the enforcement of sentences, including laws on alternative sentences and amendments to criminal law provisions.
The new plan intends to enhance security and safety, promote reintegration, improve sentence enforcement effectiveness, and monitor alternative sentence implementation. Additionally, it aims to improve detention conditions, enhance healthcare, develop human resources, and strengthen governance and digital transformation.
The 2027 Finance Law allocates MAD 1.128 billion in operating funds to the DGAPR, similar to the 2026 allocation, with investment budget appropriations remaining at 200 million dirhams. However, the number of newly created budgeted positions has decreased from 2,020 in 2026 to 1,500 in 2027.
Furthermore, 5,910 prisoners have benefited from literacy programs, with 562 participating in a newly launched post-literacy program. Vocational training has also been provided to 8,730 prisoners, marking a 5% increase and a 96.47% participation rate, including 2,042 prisoners in partnership programs with ANAPEC and the Mohammed VI Foundation for the Reintegration of Prisoners.
