Rabat – Over the past 25 years, under the enlightened leadership of His Majesty King Mohammed VI, may God assist Him, social progress has significantly marked the development path of the Kingdom.
Upon His accession to the Throne, the Sovereign initiated a reign philosophy characterized by a proactive policy based on major humanistic values. The Sovereign showed determination to continue the development work for the people’s well-being for all social strata, particularly the underprivileged, as His Majesty the King said in His first address to the Nation on July 30, 1999.
This speech, delivered on the day of the Sovereign’s enthronement, was followed by multidimensional reforms dedicated to building a strong and inclusive social state, which have transformed the face of the Kingdom. These reforms place social and human development at the heart of structural projects, aiming for sustainable economic growth. They are closely followed by foreign politicians and analysts.

co stands as a model in terms of inclusion, fighting inequalities, and moving towards universal social protection systems,’ said Li Junhua, Deputy Secretary-General for Economic and Social Affairs of the UN.
In this context of prioritizing social promotion, especially concerning the most disadvantaged groups, the creation of the Mohammed V Foundation for Solidarity fits in. Since 1999, it has worked for human dignity through numerous initiatives.
History will remember the revision of the Family Code (Mudawana), which is currently undergoing a new reform process, as well as the launch of the National Initiative for Human Development (INDH). This major development program, initiated by His Majesty the King in 2005, has made the fight against poverty, precariousness, and social exclusion its main focus.
Dignity, citizens’ confidence in themselves and the future of their country, their effective participation in diagnosing their needs and translating them into projects are values that drive this initiative.

ore recently, the operationalization of the New Development Model aimed to strengthen the foundations of an inclusive Morocco, offering opportunities and protection to all and where social bonds are strengthened.
For efficiency and equality, a unified social register (RSU) was established in 2022. Today, the RSU lists more than 5 million households, equivalent to 18 million Moroccans.
Through this system, the royal vision aims to provide an effective response to citizens’ needs, ensuring a tangible and lasting impact on their daily lives.
Despite its great ambition and strong commitment, Morocco has had to calmly navigate a long, sometimes arduous path, adjusting its public policies to challenges and trials in its quest to strengthen its social justice model.
In 2020, the year of the COVID-19 pandemic, Morocco demonstrated its capacity to uphold its values of mutual aid and solidarity. At the height of a pandemic threatening to destroy the global economy, His Majesty the King ordered a gradual deployment
of social protection, culminating in the universalization of compulsory health insurance. Significant funds were mobilized, in addition to establishing an adequate legal framework and restructuring the health system.
Additionally, direct aid to the most disadvantaged families bolstered this societal model by granting a monthly allowance to eligible families. The housing aid program is another lever of the social pact targeting low-income individuals and the middle class. It provides financial support for all first-time homebuyers residing in Morocco or abroad.
Thus, all these achievements under the reign of His Majesty King Mohammed VI fully embody this humanistic vision, guiding Morocco on the path of progress, equity, and inclusiveness.
