47th UPA Conference Highlights Importance of African Sovereignty Over Natural Resources


Rabat: Economic decision-making autonomy, strengthening the independence of legislative institutions, and establishing equitable partnerships are essential conditions for achieving sustainable development that meets the aspirations of African peoples, Talbi Alami emphasized in a speech read on his behalf by the advisor to the House of Councillors, Mohamed Horma El Makhloul.



According to Agence Marocaine De Presse, Talbi Alami highlighted that the Moroccan Parliament consistently emphasizes the importance of African parliamentary diplomacy as a force for proposals and influence, capable of promoting fairer legislation, serving the people, reinforcing climate, social, and digital justice, and consolidating state sovereignty and territorial integrity, while ensuring non-interference in internal affairs.



The Speaker of the House of Representatives recalled that the African continent has experienced numerous events, disasters, and conflicts that have profoundly transformed intellectual, technical, and scientific contexts in several countries. Talbi Alami stated that democracy, human rights, sustainable development, and good governance form the foundation of a flourishing human culture, capable of ensuring the conditions for human life, delivering justice and equity, and preserving dignity and equality, underscoring the imperative of peace to achieve these goals.



He stressed the importance of embedding the spirit of peace in the consciousness of individuals and societies, as well as in political and strategic international decisions. He lamented the persistence of phenomena such as extremism, terrorism, organized crime, and illicit arms trafficking, which remain expressions of human behavior in times of crisis.



Talbi Alami described peace as the product of ideas and reflection, a human and moral value, and a continuous action based on the courage of understanding, dialogue, and tolerance. He noted that peace reflects the capacity to accept others, to open oneself to others, and to immunize the world through justice, equity, equality, freedom, and the establishment of democratic systems.



While acknowledging that democracy provides essential support for peace and development, Talbi Alami emphasized that it remains conditioned by development dynamics and stability contexts, expressing a shared vision with the founders and partners of peace and the builders of the future.



He further noted that the Conference provides an ideal opportunity to discuss important topics and encourage reflection on multiple issues, offering a platform to strengthen cooperation efforts and implement in practice the principles of win-win solutions and South-South cooperation.



These approaches, he said, contribute to the development of parliamentary action, the deepening of democratic culture, and the renewal of ideas, visions, and positions related to democratic practice, international cooperation, development, the environment, and collective life.



In this context, Talbi Alami highlighted the collective responsibility of political actors in building an African society that respects life’s demands, preserves citizens’ dignity, and gives meaning to existence, coexistence, dialogue, rapprochement, and cooperation.



Morocco is participating in the Conference with a parliamentary delegation composed of deputies Hatim Ben Rkia, Said Bekri, Nadia Bouzendoufa (Secretary of the Bureau of the House of Representatives), Driss Chebchali, Madiha Khayer, Abdelilah Amhadi, and Aouicha Zelfa, as well as advisors Said Chakir and Mohamed Horma El Makhloul.



The work of this 47th Conference focuses on two main themes: consolidating the national sovereignty of African countries for sustainable development, and the challenges of the energy transition and development of renewable energies in Africa.
