Morocco and France Celebrate Progress in Bilateral Migration Partnership


Paris: As part of the regular, trust-based and in-depth dialogue between Morocco and the French Republic on migration issues, the Embassy of the Kingdom of Morocco in France organized a working meeting on Friday in Paris on the sidelines of a seminar bringing together Morocco’s 17 Consuls General in France and senior representatives of the relevant French and Moroccan administrations.



According to Agence Marocaine De Presse, the meeting brought together, on the French side, Fr©d©ric Joram, Director of Immigration at the General Directorate for Foreign Nationals and co-chair of the Permanent Joint Morocco-France Migration Group, and Mireille Larr¨de, Prefect Delegate for Immigration at the Paris Police Prefecture. The Moroccan delegation included Khalid Zerouali, Wali and Director of Migration and Border Surveillance, co-chair of the Permanent Joint Morocco-France Migration Group, Fouad Kadmiri, Director of Consular and Social Affairs at the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, and Samira Sital, Ambassador of His Majesty the King to France.



The meeting is part of the implementation of the ambitions of the Enhanced Exceptional Partnership established in October 2024 and follows the 8th meeting of the Permanent Joint Morocco-France Migration Group, held on May 12, 2026, in Tangier. Both sides expressed their satisfaction with the maturity level reached by the migration partnership and the results achieved.



The working session gave an opportunity to assess the positive and substantial developments in bilateral migration cooperation. Discussions were held on measures to facilitate operational exchanges and enhance coordination between Moroccan consular authorities and the relevant French services.



According to the joint communiqu©, discussions focused on facilitating legal mobility, especially for Moroccan students, conditions for the issuance and renewal of residence permits, preventing irregular departures, combating illegal immigration, and coordinating return and readmission procedures, while respecting human dignity and international commitments.



The meeting also provided Morocco’s Consuls General in France a direct platform for dialogue with French authorities, enabling the identification and addressing of practical challenges through concrete solutions. Both parties emphasized the importance of this dialogue mechanism, which strengthens mutual understanding, improves information-sharing, and ensures more effective migration cooperation.



The communiqu© noted the French side’s praise for Morocco’s efforts in managing migration flows and outlined measures to facilitate residence permit renewals for Moroccan nationals in France. The partnership between French prefects and Morocco’s Consuls General was highlighted as central in handling individual cases and facilitating administrative procedures.



Both parties stressed the importance of a comprehensive approach to migration partnership, notably through enhancing legal mobility. The Moroccan side emphasized protecting the rights of the Moroccan community in France, particularly regarding Moroccan students’ stay conditions, and advocated a balanced approach to migration cooperation based on responsibility and respect for human dignity.



The communiqu© also recalled the human, cultural, and economic ties between Morocco and France as a fundamental pillar of their exceptional partnership.
