Sissili: A legal clinic set up to promote peace and justice


The ‘ Land and Peace ‘ consortium opened on Wednesday August 14 , 2024 at Léo , a legal clinic, to promote peace and justice. It was under the chairmanship of the secretary general of the province of Sissili , Baowindsida Bingo.

According to the coordinator of the ‘land and peace’ consortium of the Léo legal clinic project, Boubacar Keïta , the tension around shared resources are often sources of conflict, undermining peace and social cohesion within communities.

He indicated that the creation of the legal clinic is part of a broader vision of promoting peace and justice, essential for the harmonious development of the province of Sissili .

‘ The objective through this initiative is to work on issues of management and conflict prevention linked to the management of natural resources, especially the land issue , ‘ mentioned Boubacar Keïta .

For him , the implementation of the project will concern three municipalities in the province of Sissili , namely Bieha , Léo and To and is financed by the European U
nion at nearly 4 billion FCFA, for a period of 40 months .

‘ It will be structured around five essential components, namely research , the agro-pastoral mediation component of transhumance, the strengthening of conflict management and prevention mechanisms at the local level and the strengthening of local actors invested in this sector, the development of initiatives within the framework of promoting access to law and justice and finally the investment component ,’ noted the coordinator .

In the opinion of Mr. Keïta , the role of the legal clinic is not to do justice nor to replace justice, much less to do the work of lawyers as some might think, but simply to listen to citizens in quest for justice.

He explained that the establishment of the legal clinic will help to facilitate access to justice for populations and to address justice problems related to land.

According to him , the project will work in tandem with the judicial, administrative and customary authorities.

‘ For us it will be a question of
finding an intelligent articulation between the institutional justice system and that of customary law ,’ added Mr. Keïta .

According to him, the Léo legal clinic project is an initiative of the ‘ land and peace ‘ consortium , made up of the NGO Terre des hommes Lausanne, the Henry Dunant center for Humanitarian dialogue and the INSUCO design office.

The representative of the president of the High Court ( TGI ) of Léo, Lazare Malgoubri , thanked the consortium for having extended the project to the jurisdiction of his jurisdiction.

He called for frank collaboration with the clinic to achieve common objectives , which is to guarantee social cohesion through the control of land conflicts.

The secretary general of the province of Sissili , Baowindsida Bingo , expressed his gratitude to the ‘Land and Peace’ consortium, the European Union and the Ministry in charge of Justice for this great initiative.

He invited people to take advantage of the tool made available to them in resolving their legal problems.
