President of Morocco’s ONDH Discusses Social Satisfaction Indicators in Paris


Paris: As part of a working visit, President of Morocco’s National Observatory for Human Development (ONDH), Otmane Gair, held several meetings, on Monday and Tuesday, at the headquarters of the Organisation for Economic Co-operation and Development (OECD) in Paris.



According to Agence Marocaine De Presse, these meetings with senior OECD officials focused on the implementation of a national system of indicators of citizen-user social satisfaction in Morocco. This initiative involves a research-action program and the development of related methodological tools, aligned with the societal reforms central to the Social State project led by His Majesty King Mohammed VI.



During the discussions, Gair emphasized the ONDH’s role in restructuring Morocco’s social policies through rationalization, convergence, and resource sharing. He noted that this reorganization has facilitated significant innovations in designing social programs. “The Royal Project for the Social State now serves as an ambitious and integrated framework for action,” Gair stated, underscoring Morocco’s commitment to the OECD as a “trusted partner” for piloting new public policy evaluation methods and sharing experiences within triangular cooperation frameworks.



Gair highlighted the importance of an evidence-based approach for informed decision-making, which allows for the objective targeting of beneficiaries. This approach is crucial for enhancing mechanisms for observing, monitoring, and evaluating the social effectiveness of various public policies. The current challenge, according to Gair, is updating the evaluation tools and approaches in the realm of social development.



The goal, as Gair explained, is to propose innovative and interactive analytical frameworks for monitoring public action progress across different timelines. These efforts aim to measure progress and address the need for continuous improvement in public action performance, particularly in strengthening human capital, fostering social inclusion, and promoting territorial development.



During his visit, Gair engaged in discussions with several OECD officials, including Carlos Conde, Head of the Middle East and Africa Division under the Directorate for Global Relations and Cooperation, Mar­a del Pilar Garrido Gonzalo, Director of Development Cooperation, Steve MacFeely, Chief Statistician and Director of Statistics and Data, and Elsa Pilichowski, Director of Public Governance. He also met with Ragnhei°ur El­n Director of the OECD Development Centre, and Romina Boarini, Director of the Centre on Well-Being, Inclusion, Sustainability, and Equal Opportunity.
