Development Model of Southern Provinces Drives Major Transformation Supporting African Integration- Minister


Rabat: Speaking at the opening of the 10th General Assembly of the African Parliamentarians’ Network on Development Evaluation (APNODE), Baraka added that this model has become a benchmark in sustainable territorial transformation, economic cohesion and African outreach.



According to Agence Marocaine De Presse, the development model of the Southern Provinces has generated lasting momentum thanks to a harmonious alignment between territorial vision, local participation, anticipatory governance and multisectoral integration. He highlighted that the model stands out for its clear methodology, built around measurable indicators that allow for assessing results and impact on the ground, in terms of economic growth, improved living conditions, opportunities creation and reduction of territorial disparities.



The minister noted that the assessment conducted ten years after the model’s implementation shows significant progress in the development trajectory of the Southern Provinces. The major infrastructure projects carried out within this framework now constitute essential levers of transformation, reflecting the ambition to create lasting connectivity between the north and south of the Kingdom and to open a strategic gateway to Africa.



Baraka also underscored the importance of water-related and environmental projects, stressing that diversifying water resources, creating new storage capacities, ensuring flood protection, and gradually adopting renewable energies in desalination now form a key foundation for climate adaptation and water security.



He further assured that his department will continue, with the same determination, to monitor ongoing projects and support the new generation of integrated programs, with the aim of consolidating achievements, accelerating development momentum and ensuring a harmonious, sustainable and inclusive trajectory for all the Southern Provinces.



Held under the theme “APNODE: A Leveraging Tool for Improving Public Policy Evaluation for Inclusive Governance”, the 10th General Assembly aims to reaffirm the political commitment to evaluation in Africa, strengthen the legislative and institutional frameworks that govern it, and promote regional cooperation in this area, at a time when African countries are assessing progress made under Agenda 2030 and Agenda 2063.



This meeting is a key moment for APNODE, providing a space for consultation, institutional monitoring, and exchange of experiences, and contributing to the strengthening of an African culture of evaluation in the service of more effective, transparent, and results-based public governance.
