Rabat: Morocco remains steadfast in its commitment to sustainable development and African integration, as highlighted by Minister Zidane during his address at the 10th General Assembly of the African Parliamentarians’ Network on Development Evaluation (APNODE). This commitment aligns with the vision of His Majesty King Mohammed VI, who has prioritized South-South cooperation as a crucial component for development in Africa, fostering a solidarity-based approach among the continent’s nations.
According to Agence Marocaine De Presse, the Minister emphasized the significance of effective public action focused on citizens, driven by policies designed to improve living conditions amid rapid global transformations and emerging challenges. Morocco has recognized the strategic value of evaluation and has enhanced its institutional governance system through reforms aimed at improving public action performance, modernizing administration, and aligning public policies.
The Minister pointed out that evaluation should b
e viewed not merely as an ex-post control mechanism but as a tool for guiding investment and providing economic stakeholders with reliable data on sectoral policy outcomes. This approach is intended to create a more predictable environment for investors and bolster the credibility of public initiatives.
In addressing the continent’s challenges, Zidane underscored the necessity of adapting public action by developing evaluation and foresight mechanisms, enhancing development policy effectiveness through regional cooperation, and reforming working methods to improve convergence and consultation.
He further stressed the collective responsibility of developing evaluation systems in African countries, involving governments, legislative bodies, oversight organizations, academics, and civil society. He concluded that Africa, abundant in investment and growth opportunities, requires policies and initiatives aligned with its priorities to overcome obstacles to sustainable development and economic integration.
