Marrakech: ‘The extensive reform of the judicial system undertaken in Morocco demonstrates the support that the Supreme Council of the Judicial Power (CSPJ) is committed to providing for the independence, impartiality, and integrity of magistrates,’ Soulard said during the opening ceremony of the 2025 RFCMJ conference (Marrakech, October 16-17).
According to Agence Marocaine De Presse, the network fully supports Morocco in its efforts to reform its judicial system, noting that the promotion and defense of the independence of the judiciary are the reasons for the creation of this network. On this occasion, Soulard made sure to ‘commend the commitment of all magistrates in the world, who are often faced with a precarious situation in their country as well as difficulties to exercise their daily mission, other than the threats and pressure that they are subjected to.’
For his part, R©my Heitz, public prosecutor at the Court of Cassation of the French Republic, who co-chairs the RFCMJ with Soulard, pointed out that the independence of magistrates is the foundation of democracy and the state of rights, but must not be seen as a privilege by magistrates, but rather a guarantee for the triable. This conference is particularly important because it promotes a cross-disciplinary exchange between magistrates and researchers from diverse backgrounds, he added.
For his part, Tarek Rouis, program officer for the Rule of Law, Human Rights, and Justice Division at the International Organization of La Francophonie (OIF), noted that the organization continues to promote the independence of the judiciary in French-speaking countries through actions to strengthen judicial institutions and promote human rights and democracy. Its initiatives also include capacity building for judicial actors through networks of expertise, he continued.
