Modern Justice Built on Independence, Ethics, and Communication, Says Morocco’s Top Judge


Rabat: “The combination of these three elements transforms justice into a respected institution,” Abdennabaoui stated during the opening ceremony of the 2025 conference of the Francophone Network of the Supreme Councils of the Judiciary. “Independence without ethics can be lost, but with ethics, it becomes a constructive and credible force, fully at the service of citizens,” he added, noting that the role of Judicial Councils is becoming more complex in a context marked by technological and economic challenges. “It is no longer just about ensuring the proper functioning of justice, but about making it more credible, trustworthy, and genuinely close to the citizens.”

According to Agence Marocaine De Presse, Abdennabaoui further noted that the Network is a collective commitment to build a justice system that is independent, ethical, and citizen-centered, and to strengthen cooperation among member countries of the network. He affirmed that it represents a driver of reform, a model of excellence, and a source of
inspiration across the Francophone world.

Initiated by the CSPJ, the two-day event brings together representatives of the High Councils of the Judiciary from 14 member countries of the network, along with three observer Councils, and representatives of Francophone international organizations, legal experts, researchers, and practitioners from both academic and judicial backgrounds.

Representatives of 14 Supreme Councils members of the network and three observer Councils will be participating in this two-day conference as well as representatives of French-speaking international organizations, legal experts, researchers, and practitioners in the academic and judicial circles.

The Francophone Network of Supreme Councils of the Judiciary was created in 2014 on the basis of the Gatineau Declaration and currently has 23 Supreme Judicial Councils. The Network constitutes an ideal platform for dialogue, the exchange of expertise, and the promotion of the universal values of independence, integrity, and judicial et
hics.
