Rabat: Morocco has taken a leading role in advancing global artificial intelligence (AI) governance, as stated by Ambassador Hilale during a round table discussion at the First National Conference on AI. “This is why Morocco has opted for partnership with the United States and, at the same time, adherence to the Chinese initiative, demonstrating willingness to go forward with this technological revolution,” Hilale remarked.
According to Agence Marocaine De Presse, the ambassador emphasized Morocco’s aspiration to support international efforts in AI development with partners at the forefront of digital technology. The country aims to facilitate shared perspectives, promote South-South cooperation, and align AI governance with sustainable development goals, ensuring democratic access to AI tools, skills, and infrastructure. Hilale asserted that access to AI is essential for justice, innovation, and solidarity as part of digital sovereignty.
The ambassador recalled Morocco’s unique position as the only Arab and African country invited by the United States to co-present the first UN resolution on AI, which was adopted by consensus to leverage AI for sustainable development. Morocco also co-chairs the UN Group of Friends on Artificial Intelligence for Sustainable Development, providing a platform for innovative thinking and cooperation among diverse regional groups.
Hilale mentioned Morocco’s active participation in drafting the Terms of Reference for the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance. Additionally, Morocco supports Central Asian countries in drafting their first resolution on AI’s role in sustainable development, which is expected to be adopted in early July.
The diplomat noted that Morocco co-chairs the 2025 ECOSOC Forum on Science, Technology, and Innovation and chairs the Coalition on Science, Technology, and Innovation for Africa’s Development. This coalition aims to promote ethical AI development to advance the 2030 and 2063 agendas. The ‘Morocco 2030’ Digital Strategy and the allocation of MAD 11 billion in funds further contribute to these objectives.
Morocco’s efforts at the UN and the national strategy from the First National Conference on AI position the country as a significant contributor to global AI governance. Hilale highlighted that Morocco’s technological influence could strengthen its leadership in Africa and support its bid to host the AI Action Summit in 2027, following editions in Paris and New Delhi.
