Morocco’s Audit Court Chief Emphasizes Financial Courts’ Role in Fostering Judicial Security, Curbing Corruption


Rabat: Zineb El Adaoui, First President of the Court of Accounts, affirmed on Tuesday that financial courts are keen to entrench a sense of judicial financial security, contribute to curbing corruption, and improve the management of public affairs. In her address before the Parliament’s two chambers, El Adaoui explained that the financial courts are determined to continue developing their working methods in a way that serves the country’s development path and strengthens the relationship of trust between citizens and institutions.

According to Agence Marocaine De Presse, El Adaoui stressed that these goals primarily aim to strengthen citizens’ trust in state institutions and to make a responsible, effective, and serious contribution to the development process underway in the Kingdom, under the wise leadership of His Majesty King Mohammed VI. In this context, El Adaoui noted that the financial courts are in the process of formulating strategic orientations for the 2027-2031 period, in addition to a draft law
to reform the Code of Financial Courts, currently under review by the General Secretariat of the Government.

This reform, she pointed out, takes into account developments in public governance and seeks to make the procedures applied by financial courts more responsive to standards of effectiveness, efficiency, and the principles of a fair trial. Zineb El Adaoui also commended the dedication and sense of responsibility of the judges and staff of the financial courts, numbering 800 judges and employees. She emphasized the adoption of the principles of rigor and merit in all recruitment processes, through a precise assessment of needs and targeted selection of high-value-added specializations aligned with the evolving nature of public governance, while strengthening the capacities of judges and staff.

She further explained that the Court of Accounts’ assumption of several international positions, including Secretary General of the African Organization of Supreme Audit Institutions (AFROSAI) and Secretary Gener
al of the International Organization of Supreme Audit Institutions with Jurisdictional Functions (JURISAI), reflects the trust it enjoys within the community of supreme audit institutions and recognition of its leadership role.

On another note, El Adaoui stressed that the current national context calls upon all institutions to act with a spirit of responsibility, solidarity, and selflessness in order to contribute persistently to the development momentum experienced by the country, under the wise leadership of HM King Mohammed VI. She pointed out that this context is marked by the continued implementation of the Royal High Visions aimed at ensuring that the fruits of progress and development benefit all citizens, in all regions of the Kingdom, without discrimination or exclusion.

She also noted that the current period is characterized by a historic transformation in the national unity issue, which will provide renewed momentum to the development dynamics in the southern provinces and open broader investment
prospects for the implementation of further programs and projects benefiting Moroccan citizens and their African brothers.

In this regard, Zineb El Adaoui called for engagement, in a spirit of civic responsibility and within a framework of institutional cooperation and coordination, in the country’s development path, which seeks to link economic development with social advancement, ensure the conditions for a dignified life for all citizens, and enable them to feel the tangible impact of the interventions of all state institutions, through the complementarity of initiatives and achievements. She cited, in this respect, HM the King’s Throne Day Speech of 2025, calling for a genuine shift from traditional approaches to social development, to an approach that promotes integrated regional development.

El Adaoui concluded that running legislative elections in the coming months “requires a collective, responsible, and civic mobilization that consolidates achievements and safeguards the supreme interests of our co
untry. This is the path to strengthening trust in the electoral process and, consequently, to safeguarding the democratic trajectory of our nation.”
