Morocco’s Lower House Speaker Calls for Strong Legislative Commitment to Bolster Morocco-France Partnership


Rabat: Strengthening the exceptional partnership between Morocco and France imposes responsibilities on legislative institutions in terms of political commitment and coordination of positions at the international and regional levels, said on Thursday in Rabat, Rachid Talbi Alami, Speaker of the House of Representatives.



According to Agence Marocaine De Presse, speaking at the opening of the 5th session of the Morocco-France Parliamentary Forum, Talbi Alami emphasized that the shared ambition to foster an exceptional partnership between the two countries throughout the 21st century imposes significant responsibilities on legislative institutions. These responsibilities include political commitment, institutional support, and the coordination of positions at international and regional levels, as well as promoting the exchange of expertise to consolidate institutional democracy and involve public opinion and civil society actors in this endeavor.



The partnership between the parliaments of the two countries has achieved lasting results that enrich parliamentary culture and inspire pride, notably through two institutional twinning programs in 2016-2018 and 2022-2024, as well as high-level political dialogue embodied by mutual visits. Talbi Alami stressed the need to continue on this path and explore new horizons for political, institutional, and technical cooperation to provide parliamentary support for the exceptional partnership.



Relations between the Moroccan and French parliaments have enjoyed positive momentum in recent years, characterized by mutual visits and regular consultations, as well as technical cooperation, both bilaterally and within multilateral frameworks. Talbi Alami highlighted a major positive shift in bilateral relations at the highest level, recalling the historic visit in October 2024 by President Emmanuel Macron to Morocco at the invitation of King Mohammed VI. This visit marked a reaffirmation of France’s position regarding the Moroccan Sahara within the framework of Moroccan sovereignty.



The State visit embodied the strength of the relations and the determination of both parties to renew the multidimensional strategic partnership, based on mutual trust and support, and forward-looking in the spirit of two states with a long history, concerned with stability, peace, coexistence, and justice in international relations. Talbi Alami emphasized that parliamentarians in Morocco and France have great responsibilities in providing legislative support for the partnership and placing legislative institutions at the heart of this dynamic with initiative and commitment.



The Morocco-France Parliamentary Forum reflects this commitment, with topics central to the Declaration of Exceptional Partnership and the agreements between the two countries, including renewable energies, energy transition, and new prospects for the Franco-Moroccan economic partnership. The program for the 5th session of the Forum includes thematic sessions on strategic issues, such as new horizons for bilateral cooperation and security, including the fight against terrorism and organized crime.
