Rabat to Host First Conference on African Victims of Terrorism


Rabat: The first-ever conference focused on African victims of terrorism is set to take place in Rabat, organized by Morocco in collaboration with the United Nations Office of Counter-Terrorism (UNOCT). This significant event aims to elevate global awareness regarding the challenges faced by African victims, provide a platform for their testimonies, identify their priority needs, and share effective practices for their support and rehabilitation.



According to Agence Marocaine De Presse, during the 2025 Ministerial Meeting of the Group of Friends of Victims of Terrorism, Mr. Bourita emphasized that the Rabat conference will be pivotal in reshaping international efforts to aid victims in Africa. He highlighted that empowering these victims can transform them into influential voices against radicalization and extremism.



Mr. Bourita further reiterated Morocco’s dedication to upholding the rights and protection of terrorism victims, particularly on the African continent, where a significant portion of the world’s victims reside. He acknowledged the contributions of the Group of Friends of Victims of Terrorism, which has been instrumental in advancing international agendas for victim support since 2019.



He pointed out the profound impact of terrorism, which not only claims lives but also leaves families and communities to grapple with psychological and material adversities. Mr. Bourita mentioned the significance of giving victims a platform and enhancing international cooperation, referencing initiatives such as the Congress of Vittoria in Spain and the creation of the ‘Victims of Terrorism Associations Network’ (VoTAN) in April 2025.



Highlighting the severe toll on Africa, Mr. Bourita stressed the necessity for developing tailored, institutionalized mechanisms to address the specific needs of victims and their communities. He urged for solidarity to be translated into tangible actions supporting victims, reinforcing Morocco’s belief that peaceful communities contribute to a peaceful continent.
